The NCE Program is a federal initiative administered jointly through the Natural Sciences and Engineering Research Council (NSERC), the Canadian Institutes of Health Research (CIHR) and the Social Sciences and Humanities Research Council (SSHRC) in partnership with Industry Canada and Health Canada.

BL networks increase business value and/or private sector competitive advantage. They are business-driven with a research program directed and managed by private sector members. They address key performance issues of their sector and enable businesses to develop, share and benefit from innovative solutions through collaboration and pooled resources across the private and public sector. The open nature of a BL network draws membership from large companies, small and medium enterprises, not-for profit organizations, academia and government, while speeding the delivery of research results, expanding the scope of potential solutions and minimizing barriers to commercialization.

Application Details: NCE funding will be awarded following a national competitive process in two stages: 1. Applicants applying for NCE funding to establish a new network are invited to submit Letters of Intent. Based on a review of the LOI, selected applicants will be invited to Stage 2. 2. Applicants advancing to Stage 2 will be asked to develop and submit Full applications. A Selection Committee will Review Letters of Intent according to the five published NCE Program criteria, relevance to the NCE Program goals and objectives and the relevance to the target research area. This Committee will recommend applicants to receive invitations to submit Full Applications. LOIs should be submitted on behalf of the proposed Network by an academic researcher (i.e., the applicants, who is also the proposed Scientific Director for the Network) who is eligible to receive funding from one of the three federal granting agencies, and by the proposed host institution. Eligible recipients must meet the general eligibility requirements of one or more of the three federal granting agencies partnering in the Program.The LOI is composed of two sections of an application: 1) the Form Fillable Application Form, and 2) the Free Form. The forms are available on the NCE website http://www.nce-rce.gc.ca/_docs/competitions/BLNCE-RCEE-2014/LOI_eng.pdf The 2013 BL-NCE New Competition LOI submission deadline is Monday, April 15, 2013. LOIs must be received by 11:59 p.m. Pacific Standard Time. An electronic and a printed copy of the application must be submitted to the NCE Secretariat by the deadline date and time. Electronic Submission The electronic copy must be submitted via the NCE Secure Submission Web Site. The PDF document may not exceed 10 MB. NOTE: All Letters of Intent and Full Applications must be processed through Research Development & Services for institutional approval. Requests for Institutional approvals should be received no less than 3 days prior to the posted Sponsor deadline. A ROLA Proposal (bearing applicant, Chair and Dean electronic approvals) is required for each submission.
