MINUTES OF THE MEETING OF THE BOARD OF GOVERNORS: MAY 25, 2000

BG.00-92 Welcome New Members

The Chair introduced Mr. Ron Yamada to his first meeting of the Board of Governors. Mr. Ray McFeetors, also a new member, was unable to attend this meeting. Both were recently appointed to the Board by the Lieutenant-Governor-in-Council for four-year terms. (Information about these new members was provided in Annex 1 to Appendix IV.)

The Chair announced that Mr. Wally Gibson has been reappointed to the Board by the Alumni Association for a further four-year term.

Dr. Nils Petersen was also welcomed to his first meeting. Dr. Petersen is Acting Vice-President (Research) during the period of Dr. Bill Bridger's absence. Dr. Davenport advised the Board that Dr. Bridger had transplant surgery on May 23. The operation was very successful and Dr. Bridger is making remarkable recovery.

BG.00-94 REPORT OF THE PRESIDENT

Dr. Davenport reported on the following items:

Degrees at Community Colleges

Details of his report appear in Appendix I, distributed with the agenda.

With respect to the Provincial Announcement on Private Universities and Applied Degrees at Community Colleges, Dr. Davenport provided members with a copy of his letter to the Minister of Training, Colleges and Universities (May 24, 2000) pursuant to a meeting with the Minister in London on May 18. He elaborated on the key issues in the letter.

BG.00-94a Code of Student Conduct - Off-Campus Behavior

Mr. Etherington referred to reference in the Update to the Strategic Plan to the recent publication of the draft Code of Student Conduct developed by the Vice-Provost's Advisory Committee. He stated that some members of the London community wonder why there is no reference in that document to control of student activities off-campus.

Dr. Davenport responded that it is clear that the University does not have the ability in law to sanction students academically for behavior off campus. What the University can do is draw up guidelines for appropriate behavior, such as the Student Code of Conduct.

BG.00-95 Report on Scholarships

REPORT OF THE CAMPUS & COMMUNITY AFFAIRS COMMITTEE [Appendix III]

BG.00-96 USC Annual Report on Activity within the University Community Centre

The University Students' Council filed its annual report on activity within the UCC with the CCAC on May 1, 2000. That report was provided to the Board, for information, in Annex 1 to Appendix II.

REPORT OF THE SENIOR OPERATIONS COMMITTEE [Appendix IV]

BG.00-97 Appointments to Bodies Other than Standing Committees of the Board

The Board was advised that Mr. Alan Noon has been appointed to the Western Fair Association, replacing Mr. Alan Johnston, who has resigned. Dr. Carol Herbert and Mr. Bill Peel have been reappointed as Members to the Joint Committee (Health Services Restructuring Commission), and Dr. Angelo Belcastro has been reappointed as Alternate.

ITEMS REFERRED BY SENATE [Appendix V]

BG.00-98 New Programs

Effective September 1, 2000, a Three-Year Bachelor of Arts (Human Ecology) Family Studies program and a Four-Year Bachelor of Arts (Honors Human Ecology) Family Studies program will be introduced at Brescia College and the Faculty of Science.

Effective September 1, 2000, a Diploma in Accounting will be introduced at The University of Western Ontario and offered by the Faculty of Social Sciences in partnership with the Western Centre for Continuing Studies.

BG.00-99 Annual Report of the Senate Sabbatical Leave Committee for the Year 1999-2000

The Annual Report of the SSLC for 1999-2000 was provided for information in Annex 1 to Appendix V.

BG.00-100 Report of the Academic Colleague on the 250th meeting of the Council of Ontario Universities

The Academic Colleague's report on the April 27-28 meeting of the Council of Ontario Universities was provided in Annex 2 to Appendix V.

BG.00-101 Announcements

Professor Brian Timney has been reappointed to the position of Associate Dean - Budget and Operations in the Faculty of Social Science for the period July 1, 2000 - June 30, 2003.
