1. Operating and Capital Budgets, Tuition and Fees

Recommended: That the University's Operating and Capital Budgets for 2000-01 and supporting tuition and Fee schedules be approved as shown on Annex 1 and Annex 2 (unavailable in electronic form).

The proposed operating budget and tuition fee levels acknowledge the Senate's advice that graduate student tuition for most graduate programs should be approximately 2%, as compared to the initial recommendation that they be set at 4.8%. [See the Senate Report to the Board, Appendix VII.] These figures are shown in Table 10a, lines 32-37, 40, 41, 43, and 46-50. The Property & Finance Committee did not, however, agree that the tuition increase for students in the graduate program in Orthodontics [Table 10a, line 44] should be reduced from 5% as originally proposed.

Supplemental Fees and Other Charges, shown on pages 4-5 of Annex 2, are approved by the President throughout the year, as authorized under the Student Fee Policy (Policy 2.4). These are reported to Property & Finance and the Board information each year at this time.

2. Student Fee Funded Units, Ancillaries, and Academic Support Units

Recommended: That the 2000-01budgets for Ancillaries, Academic Support Units, Student Fee Funded Units and related Activity Fee rates, be approved as summarized in Annex 3. [Unavailable on the Web.]

1. Award of Contract - Natural Science Classroom

On January 24, 2000, the Property & Finance Committee approved the project, budget, and design of a 650+ seat classroom. The total project was approved at $3 million. Since that time, and due to feedback from professors who teach large classes, the interior design was changed to create a single-floor classroom without a balcony. Bids from 9 pre-qualified contractors were received on April 6, 2000.

At its meeting on April 17, the Property & Finance Committee awarded the construction contract for the Natural Sciences Centre 689 seat classroom addition to the Southside Group of Companies in the amount of $2,615,000. Based on the bids and the need to carry contingency funds, the Committee also increased the project budget by $285,000 to $3.285 million (see Annex 4). This adjustment results from the unanticipated escalation in construction costs and provision in the structure to add another floor above the classroom in the future at a cost of $117,000.

This project is funded from the SuperBuild Program. Completion of the project is scheduled for October 2000.

On behalf of the Board of Governors, the Property and Finance Committee has approved the following terms of reference for new scholarships, bursaries and awards:

Dr. Harold O. Smith Medical Access Awards (4) (Faculty of Medicine & Dentistry, Medicine)
Awarded to full-time undergraduate medical students in the Faculty of Medicine & Dentistry who demonstrate financial need and academic achievement. Final selection will be made using the weighted honors score stratification by the Scholarship Committee at the Faculty of Medicine & Dentistry. Applications are available from the Office of the Registrar and must be submitted by October 31. This award was established through Foundation Western by a generous donation by Dr. Harold O. Smith (MD '36).

Meds Class of 1950 OSOTF Bursaries (3) (Faculty of Medicine & Dentistry, Medicine)
Awarded to full-time undergraduate students in any year of Medicine in the Faculty of Medicine & Dentistry based on financial need. These bursaries were established through Foundation Western by the Meds Class of 1950.

This award will receive matched funding through the Ontario Student Opportunity Trust Fund (OSOTF).

H.H. Murray Medical Mentor Accessibility Award (Faculty of Medicine & Dentistry, Medicine)
Awarded on a one-time basis to a full-time undergraduate student in year 2 of the Medical program who demonstrates financial need and academic achievement. The recipient will continue to receive the award at the beginning of year 3 and year 4 and upon exiting year 4. If the recipient fails to qualify for the award, a new student will be selected from the same cohort. Final selection will be made using the weighted honors score stratification by the Scholarship Committee in the Faculty of Medicine & Dentistry. Applications are available from the Office of the Registrar and must be completed and returned by April 10. This award was made possible by a generous donation from Dr. Robert and Mrs. Jane McMurtry. Dr. McMurtry is the first Cameron Chair, and is an Orthopaedic Surgeon at St. Joseph's Health Centre, and former Dean of the Faculty of Medicine & Dentistry.

Science Students' Council Computer Award Fund (Faculty of Science)
Awarded to full-time undergraduate students in any year in the Faculty of Science who demonstrates financial need and demonstrate a need for a computer. Students must make application through the Financial Aid Office of the Office of the Registrar. Students must write a 300 word essay describing their need for a computer and, if a successful recipient, must sign a one year no-sale agreement. This award is made possible by a generous donation of used equipment from the Science Students' Council and the Faculty of Science.

James and Beverly Thompson Student Awards (5) (Any Faculty)
Awarded to Canadian-born, full-time undergraduate students in any year in any faculty who demonstrate financial need and are in good academic standing with an average of at least 70%. Students are to submit a copy of their birth certificate with their application to the Office of the Registrar by October 31st.

Department of Microbiology & Immunology Graduate Travel Awards (Faculty of Graduate Studies, Biosciences Division, Microbiology & Immunology)
Awarded to full-time Master or Doctoral students who are registered in the Faculty of Graduate Studies and have been enrolled in the Microbiology & Immunology Graduate Program for a minimum of two terms and are conducting research in Microbiology & Immunology. Awards will be based on academic achievement (minimum 80% academic average) to enable graduate students to attend scholarly conferences or meetings to present their research. Recipients will be selected by the Graduate Committee of the Department of Microbiology & Immunology. Applications can be obtained from the Department and will be accepted throughout the year. These awards were established by an anonymous donor to attract outstanding full time Masters or Doctoral students to the Department.

Recipients will be selected annually by the Graduate Committee of the Department of Microbiology & Immunology. Fellowships will be provided in the form of a scholarship for the first year the student is enrolled in the program. These awards were established by an anonymous donor to attract outstanding full time Masters or Doctoral students to the Department.

These awards were made possible by a bequest to Foundation Western by the late Ruth V. Lumsden (BA'79) and Robert O. Lumsden (BA'78).

For all candidates registered in second year of any program in Earth sciences, the minimum academic requirement is 75% overall average in first year courses. For all candidates registered in third and fourth year BSc and BSc Honors programs in Earth Sciences, the minimum academic requirement is 75% cumulative average from all courses designated as area of concentration courses or as principal courses. For all candidates registered in third year BA Geology, the minimum academic requirement is 75% cumulative average from all courses used to complete the area of concentration.
